How Novi became a city in 1969

Novi’s change from village to city was a process, rather than a single decisive moment. According to the city’s historical account, incorporation proposals failed in 1959 and 1962. Village leaders returned to the question with a resolution in December 1966, and a delayed election finally went before voters in May 1968.

The campaign happened close to home. Jaycees went door to door, while the Willowbrook Community Association hosted forums where residents could discuss the proposal. Nine charter commissioners helped shape the framework for the new city, which incorporated in 1969.

That history gives an ordinary civic meeting a different perspective: the structure residents use today grew out of years of local debate. For a longer look at the people and decisions involved, the city’s history page is a useful starting point.
